I simply listened to both sets of arguments (the for and the against) and made the correct call that there would be quite a few people who would not be interested in cooperating -- like the 20% of the population that immediately loses the perks and privileges they had under their dictator. Twenty percent of 25 million is 5 million, sport. That's a lot of unhappy people. Throw in the Kurds who don't want to be thrown in with the Shiites and the Sunnies and you've got a real problem.
