Why Are Terrorists Still Alive, Let Alone Sending Letters?

It is obviously a daunting task to monitor all the communications of inmates who use a language that is rare in this country. Our prisons are failing utterly in stopping terrorist prisoners from running operations while incarcerated.
It occurs to me that Timothy McVeigh isn't making any phone calls to his confederates relaying instructions on blowing up day care centers. In fact, he didn't have time to look up a number before they fried his ass.
So, my question is, why are these scum making phone calls and sending letters and emails? Is this more of the "rights" that the John McCains of this nation want to extend to these monstrous fanatics?
Better yet, why are these convicted Islamo-Nazis still breathing?
